The world is inevitably moving towards low-carbon economies. Most national governments now accept the need for action to reduce greenhouse gas emissions. The levels of commitment may vary, but there is a clear trend. The United Nations conference in Copenhagen in December 2009 included, for the first time, a global agreement by 132 countries to limit temperature rises to two degrees.
